Putt With Flagstick In Or Out (Golf Rules 2019)

There has been a mix of reactions of the latest golf rules allowing flagstick in when putting. Some would prefer putting in and some won't. There's even an article by Dave Pelz, which, by the way, is very comprehensive. In the research, he highly recommends keeping the flagstick in while putting.
